Staff and Key Personnel
The Human Services Center employs approximately 200 people and is one of the largest employers in Lawrence County. HSC employees are represented by AFSCME (American Federation of State, County and Municipal Employees) #2902 with whom the Center has an excellent relationship. In 1990, HSC and AFSCME #2902 received the Governor’s Award for Labor-Management Cooperation, and in 2009 received the Paul Stackhouse Award for Labor-Management Cooperation from the Western Pennsylvania Labor-Management Alliance.
The Human Services Center places a high priority upon recruiting and retaining a diverse and qualified professional staff. Distinguished professionals licensed and/or certified in psychology, psychiatry, social work, nursing, and counseling provide an effective and responsive work force whose goal is to improve the quality of life for those they serve. The Center places a premium on maintaining a clinical staff who have the credentials and experience to respond to the diverse needs of our clientele.
Dennis W. Nebel, Psy.D. has served as the Executive Director of the Human Services Center since 1992. As Executive Director, Dr. Nebel has orchestrated the introduction of a number of new programs, which involved the expansion of HSC’s staff from 100 in 1992 to more than 200 in 2005. In 1997, the Center was recognized by the Lawrence County Chamber of Commerce as the “Business of the Year.” Prior to assuming his current position, he served as clinical director of the Center. Dr. Nebel received his bachelor’s degree from St. Vincent College, his master’s degree from St. Francis College, and his Psy.D. from Baylor University. He completed his internship at the University of Pittsburgh Medical Center. Dr. Nebel is a Licensed Clinical Psychologist.
Michele Kelly-Thompson, MA has been employed by the Human Services Center since 1987 and has served in a variety of clinical/managerial roles including Director of Outpatient Services and Director of Children’s Services. She has served as the Director of Clinical Services since July, 2004. She has previous experience working on inpatient psychiatric units as well as a state correctional setting. She completed both a Bachelor of Arts and Master of Arts in Clinical Psychology from Edinboro University.
Jeffrey Stockdale, CPA has been employed by the Human Services Center since 1997 as the Finance Director. He began his career in public accounting with Ernst & Young and later served as the finance director for a variety of non-profit organizations in Ohio. He obtained his Bachelor of Science degree in Business Administration/Accounting from The Ohio State University. He received his certification in public accounting in 1992.
Steve Plyler, MA assumed the position of Residential Director in June of 2004. Prior to this he was the Base Service Unit Director. He was first employed by HSC in 1986. Mr. Plyler earned his Bachelor of Science degree from Edinboro University and his Master of Arts in Counseling from Slippery Rock University.
